My Xbox One S plays 4K movies but games aren't 4K.+

That is correct behaviour — the One S supports 4K video streaming and 4K UHD Blu-ray movies, but it renders games at up to 1080p. Native 4K gaming was exclusive to the Xbox One X in that generation. So 4K video working while games stay 1080p is by design, not a fault. For 4K gaming you would need a One X or a current Series X.
