The U7 Pro is powered over Ethernet (PoE), so 'won't power on' is almost always the power source: it must be plugged into a PoE switch port or a PoE injector that supplies the correct PoE standard and enough wattage. Check the switch's PoE is enabled on that port and the switch has power budget left, and use a good Ethernet cable. It has no separate power adapter — the network cable powers it.
